Most certainly it can make you feel tired if you are dehydrated.  Some studies suggest that with a 5% decline in body water levels you lose up to 30% energy. With a decrease of only 3% you can experience cloudy thinking and a significant decrease in your metabolic rate. With a water level decline of only 1.5%; fatigue, decreased cognitive function, and headaches are possible.
